I can get 2 rotors + 4 pads for about $70 on ebay, but I don't have all the tools necessary to do the installation.

The brake works are easy job if you are handy.  For parts, rotors (medium end) cost you $40 each (need two), and good ceramic pads $50.  You can search google or youtube for tutoring how to do brake works.  This will the most cost efficient way.
