If you want to buy flower, the season is now pasted (in summer months).  If you want to buy plants, then a lot of local nursey will have it for sell.  There were a lot of Lotus in Stone Pond sub. accross from Pine golf on the Old Alabama Rd.  Every year, they hire people to pull out the lotus from the pond.  I don't think they mind your friend take some.
