谁能收养我的太阳能热水器最近，我在后院安装了一台太阳能热水器。这是在大陆到处可见的双层真空玻管型太阳能热水器。虽然我事先请示了，但是还是因为有邻居反对，成为了HOA的重大议题。有邻居打电话给市政府。于是市政府执法官员上门，指出违反了那条那条法规（Zoning Code），必须于一周内到市政府见
